The Study
investigated the feasibility and options for developing a
competitive retail electricity market and identified the
requirements that need to be in place to enable the market to
develop.
The main issues
considered in the Tasman study were transmission and
distribution pricing and the separation of the wires business
from the supply business, existing electricity pricing
structures, cross subsidies, community service obligations and
administrative reforms and culture changes within distributors.
Tasman also assessed the potential impact on distributors of
reforms and changes in Pacific Power and the effect of
competition across state boundaries and the National Grid
Protocol. Tasman outlined the transition process from the
existing industry to a future competitive industry, including an
indicative time frame. |
