This report
estimated the effects of different pricing approaches to the
provision of water and sewerage systems on a range of family
income levels. The Report analyzed the distributional impacts
of alternative water pricing regimes. A database of households
in the Melbourne metropolitan area was used to provide a case
study of the effects of different water tariff structures on
different household types and income classes. The major changes
in tariff structures that were analyzed involved introducing
higher consumption charges and lowering access charges. |
