This
consultancy was for the preparation of a report to establish if
there was a prima facie case for corporatizing the Hunter Water
Board. Tasman’s Report outlined the key issues for
resolution, and the general approach to be adopted in order to
implement the corporatization. The Hunter Water Board was
successfully corporatized in 1991, as a step to possible
privatization. Overall the Report determined
the degree to which this business was contestable or
monopolistic and addressed the community service obligations,
the regulatory functions, management systems, legislative
framework and issues of pricing and competition, competitive
neutrality, capital structure and external accountability. |
