This report examined the direct and indirect distributional
effects of institutional and pricing reforms in the operations
of the Sydney Water Board since 1988. Specific elements covered
in this report include an analysis of variation in retail prices
between customer groups and an analysis of the existing cross
subsidies and the impacts of removing these cross subsidies.
Data bases on water use, income and household demography were
used to assess the distributional effects of changes in water
tariffs and improvements in water quality. |
