The Report
involved the formulation of an acceptable reform program and
determination of the manner and timing for the implementation of
sectoral, institutional and financial reforms. The research
Study drew on international experience with corporatization,
privatization and other forms of restructuring in the water
sector and addressed the major reform alternatives applicable to
Water Districts.
The study also
assessed criteria and processes for determining the size and
boundaries of Water Districts, responsibilities in the provision
of water, sewerage and drainage services, funding arrangements
and access to finance, and arrangements for achieving social,
health and development objectives. |
