This Technical
Assistance study involved working with the concerned Government
Agencies and Water Districts to develop policy and
implementation options for structural reform. The overall
objective was to develop strategies to improve the absorptive
capacity, sustainability of implementation and operation,
improved institutional and legal arrangements, and the financial
conditions of the provincial water supply sector. The study
also formulated a viable timetable for implementation of the
recommendations agreed with the Government.
The study recommended a range of options for the “Privatization” of
Water Districts including stockholding companies, cooperatives
and amendments to legislation which would enable Water
Districts, while technically government corporations, to
nevertheless have the legal personality of a private company,
and to operate with a degree of autonomy and independence from
central government. |
