Tasman was engaged to assist the Government of
Thailand, Provincial Waterworks Authority, in developing a
comprehensive and coherent strategy and implementation plan for
privatizing water supply operations in
Thailand, specifically in the areas of Phuket and Patum Thani.
Tasman updated
feasibility studies on Phuket and Patum Thani — Rangsit,
prioritized privatization initiatives and associated regulatory
frameworks, and addressed other issues associated with efficient
private provision of water supply. Tasman identified the
central legal, economic, financial, regulatory and environmental
issues relevant to the establishment and operation of private
sector water supply systems. The Final Report included
recommendations on the commercial terms and conditions that
would apply in the project agreement, on the profitability of
any new proposed water supply organization; an analysis of the
impact of the proposal on the PWA, consumers and the economy, an
environmental and social analysis of the proposals, contract
specifications and criteria in relation to the bidding process,
recommendations for institutional arrangements relative to the
government body regulating the private sector water supply,
preparation of a timebound program for implementation and advice
on training. |
