The project
aims to develop technical assistance for developing new
regulations to restructure the water pricing system for water
resources use for agriculture and municipal and industrial users
and adopt prices which reflect scarcity costs; adopt a water
licensing system for surface and groundwater users; adopt a
corporate structure with commercial operations using user
charges and special taxes to cover the costs of their
operations; and adopt new procedures for fund raising for
projects within the basin. For Datong, Pingshuo and Taiyuan the
Consultants will prepare a technical assistance for developing a
regulatory framework and a financing program for Phase III which
will include the entry of private sector groups and possible
co-financiers with an aim to improve overall efficiency in water
treatment and delivery systems.
Tasman
initially reviewed the present structure of the Fen River Basin
Office and its functions. Tasman then reviewed the
capacity of the present
authority to undertake regional management of the water
resources. The day-to-day, seasonal and annual operations
functions, as opposed to long term planning and water allocation
functions of the FRBO, were also reviewed. |
