Step 1 was to prepare a position paper that provided a
description of the current state of the sector, in terms of
institutional arrangements, financing, sector performance (both
operational and financial), the quantity and quality of services
provided and desired and in terms of environmental
sustainability. Step 2 was the preparation of an Issues Paper
which identified the principal constraints to improved sector
performance, and indicated options to be considered in improving
sector performance. Step 3 was the formulation, by GOAP, of a
State wide strategy and this included the convening of an Andra
Pradesh Conference on Urban Water and Sanitation. Step 4 was
the formulation, by GOAP, of an action plan for implementation
of the strategy.
