A key activity was the development of viable institutional
strengthening proposals. It is envisaged that PWC development
in the four towns will involve three stages: planning,
commercialization and corporatization.
During the planning stage, strategic options are assessed,
including pricing, investment and management structures. During
the commercialization stage, the water enterprise focuses on
pricing and investment strategies that are subject to public
sector ownership, implements efficient systems of board and
executive accountability, bringing to the governance of the
water enterprise the best features of enterprise ownership and
