Tasman undertook an institutional review, and an assessment of
options for reform of the water sector in Vietnam. The
guidelines developed are to assist WSC's to implement and
finance water sector investments. A range of mechanisms need to
be formed whereby new service companies will be formed with
possible equity contributions in the form of assets transferred
from water supply companies, foreign investors and local
investors, with the financing conditions achieving
corporatization objectives - accountability, liability of
directors, etc. The Consultant looked at the institutional
and financing impediments to increased investment and customer
focus in Water Supply Companies.
