The Consultant was responsible for the preparation of a
Masterplan for the development of the Southern Focal Economic
Area, a major growth triangle in southern Vietnam. The
Masterplan included a long-term development strategy, an
investment program and priority projects in four key
infrastructure sectors, water supply, electricity, ports and
transport. An indicative plan was prepared for the period
1996-2010 and a detailed plan for the period 1996-2000.
Tasman provided skills in economic and sectoral planning, policy
development, macro economic analysis and economic development.
Policy recommendations were made for unbundling, corporatizing
and privatizing components of the water and electricity
sectors. Proposed projects in key infrastructure sectors –
water, electricity ports and transport – were identified and
prioritized.
Tasman was also responsible for the training component of this
project. Tasman organized three high level delegations to
Australia (each led by Vice Ministers) to facilitate a wider and
deeper understanding of the reform process. This program
focused on both the public and private sector and the major
areas of infrastructure reform. |
