Tasman Asia Pacific was the Lead Consultant for this World Bank funded
study. The objectives of this study were to examine overall
policy design issues that relate to the water sector; construct
an overall regulatory framework; and provide sound privatization
solutions of state-owned water utilities in
Thailand.
Key tasks included: review of existing water policy framework;
review of the existing water sector agencies, legal and
regulatory framework of water supply and wastewater provision in
Thailand; formulation of the government’s objectives for water
reform; clarification of the options for such reform;
development of a clear regulatory and institutional framework
for the implementation of the necessary laws and regulations;
recommendation of definitive roles and responsibilities for all
agencies; economic analysis and recommendations for tariff
structures; technical and performance review of the water and
wastewater authorities’ facilities; and recommend options with
the aim of increasing PSP in the water sector in Thailand.
