The key objectives of this project were:

To provide capacity building for the DGHS and other related
agencies through demonstration and involvement of carefully
selected, and appropriate, BOT and concession projects,
implemented using a competitive bidding approach.

To select projects from a list of projects already subject to
satisfactory pre-feasibility reports, and judged likely to meet
with private sector support in a competitive environment.
·
To ensure that the processes are consistent with new laws (e.g.
KEPPRES 7) and take advantage of new legislation aimed at
providing efficient and competitive structures in both the
public and private sector modes of delivery of key
infrastructure services (e.g. new and emerging corporatization
and finance sector laws).
·
To promote, through hands-on implementation of concession
processes - fair, transparent and open competitive approaches
for the GOI to select private sponsors’ involvement in
infrastructure investment.

To set up replicable standard project documents and processes
for similar projects in infrastructure in general.
·
To provide expert other inputs to the GOI’s efforts and policy
making process in promoting increased private sector investment
in urban infrastructure. |
