Description of Project

|
This is an ongoing
project in association with Maunsell Consultants, with the team
retained to participate in a series of studies on alternative
treatment and discharge options in order to select a preferred
development option for the Harbour Area Treatment Scheme (HATs).
The project has been undertaken by the Government of Hong Kong
and its Department of Sewerage and Drainage (DSD). As part of
the start-up phase of the study, Executive Chairman Dr. Michael
Porter presented a range of financial options on how the scheme
could be structured and include private sector finance and
tendering, with the discussion focusing on issues such as asset
ownership, institutional design and regulatory framework to
identify the most efficient and effective way for the public
sector to provide water and wastewater services.
