Private sector participation
We have a
thorough understanding of the principles underpinning
corporatisation and privatisation, combined with practical
experience gained from being involved in both Australian and
overseas reform initiatives.
We have
successfully developed and implemented models of private sector
participation in the provision of infrastructure throughout
Australia (Victoria) and Asia, including the water, wastewater, power and
transport sectors. We have played a lead advisory role at the
commencement of private sector participation in the Philippines,
Thailand and Indonesia. In Vienna, Austria, Tasman pioneered with
Macquarie Bank a cross-border lease structure for part of the
wastewater systems of Vienna.
Through our
extensive work on infrastructure reform, we have developed a series
of principles and country specific strategies for:

Reforming public utilities for water and electricity;

Unbundling existing institutions in the water and energy
sectors;

Identifying areas where there could be private sector
investment;

Analysing the financial relationships between utilities and
governments;
·
Applying legal and financial innovations in concession
contracts to individual projects;

Developing appropriate institutional and regulatory
frameworks for project implementation and risk mitigation; and
